From mobile payments to digital banking, Fintech is rapidly changing our lives. Regulations play a critical role in the development of Fintech companies, be they in Blockchain, Crypto, or digital banking.  
As part of our contribution to the development of Innovation and Fintech Ecosystem in Hong Kong, HKSFA has assembled one of the best team to address policies and issues in Fintech regulations. The team has an unusual combination of senior regulatory experience, as well as hands -on Fintech industry experience: Professor K.C. Chan chaired the Steering Committee on Fintech Development in HKSAR when he was the Secretary of Financial Services and Treasury, and a Senior Advisor to Welab, a leading digital lender in Greater China and a finalist in virtual banking license application. Ms. Benedicte Nolens was the SFC’s Fintech contact person and now at Circle, a leading player in Crypto. Ms. Michelle Li is Head of Research at AMTD, one of the most active bankers and sponsors in New Economy and Fintech companies in Hong Kong.   Last but not least, Mr. Jeffrey Ng, CFA, Head of Bank of Bank, OneConnect Hong Kong of Ping An will also share with us his insider's view at the panel discussion.

About the speaker

Prof. K.C. Chan (Speaker)
Adjunct Professor of Finance, The Hong Kong University of Science and Technology,
Senior Advisor, WeLab 
(Former Secretary for Financial Services and the Treasury, HKSAR)

Professor Chan is Adjunct Professor and Senior Advisor to the Dean at HKUST Business School.  He is also the Senior Advisor of WeLab, a leading fintech company in Asia. WeLab operates WeLend in Hong Kong, Wolaidai (我來貸) in Mainland China and a fintech joint venture AWDA in Indonesia.
Professor Chan was appointed as Secretary for Financial Services and the Treasury of the Government of the Hong Kong Special Administrative Region from July 2007 to June 2017.  Prior to that, he was Dean of Business and Management in the Hong Kong University of Science and Technology (HKUST). Before joining the HKUST Business School in 1993, Professor Chan had spent nine years teaching at Ohio State University in the United States.

Professor Chan received his bachelor’s degree in economics from Wesleyan University and his M.B.A. and Ph.D. in finance from the University of Chicago. He specialised in assets pricing, evaluation of trading strategies and market efficiency and has published numerous articles on these topics.
Professor Chan held a number of public service positions including Chairman of the Consumer Council, Director of the Hong Kong Futures Exchange, and Member of the Commission on Strategic Development, Commission on Poverty, the Exchange Fund Advisory Committee, the Hang Seng Index Advisory Committee, and the Hong Kong Council for Academic Accreditation. He was former President of the Asian Finance Association and President of Association of Asia Pacific Business Schools.


Ms. Michelle Li (Moderator)
Head of Research, AMTD Group
Ms. Michelle Li specializes in analyzing the financial sector in China and follows the FinTech industry closely. Before joining AMTD Group in 2016, she served in UBS as the lead analyst for Asian Financial sector in the Asia Fixed Income research team and the Chinese bank equity analyst in the Asian Financials research team.

Ms. Bénédicte Nolens (Panelist)
Head of Regulatory Affairs for Asia and Europe & CCO for Asia

Ms. Nolens is the Head of Regulatory Affairs for Asia and Europe & CCO for Asia for Circle, a Board Member of the Hong Kong Fintech Association and a Member of the Global Digital Finance Advisory Council.  From 2012 to 2018 she was the Head of Risk and Strategy of the Hong Kong Securities and Futures Commission, from 2007 to 2012 she was a Managing Director at Credit Suisse, and before that she was an Executive Director at Goldman Sachs. She holds an LLM and MBA from the University of Chicago. In 2016 she was a recipient of the China Daily Asian Women Leadership Awards for people who are dedicated to entrepreneurialism, innovation and change.

Mr Jeffrey Ng has recently joined OneConnect in Hong Kong, leading Fintech provider of advanced technology-enabled Digital Banking Solutions, Digital Insurance Solutions, Digital Investment Solutions, and Software-as-a-Service Cloud Platform, covering sales, product development, risk management, operations and technology.
Prior to this role, he heads the Data Lab of BNP Paribas in APAC that developed A.I. & Data Analytics solution for various businesses of its Corporate & Institutional banking (CIB), from front to back office, and was the Vice-Chairman of the French Chamber of Commerce’s FinTech Committee in Hong Kong.
