Regulations play a critical role in the development of Fintech companies.  According to a 2018 study,  Hong Kong as a Global Fintech hub is ranked 10th , behind Singapore (1), London (4) and New York (8) and in terms of Fintech Ecosystem, according to another study,  Hong Kong is ranked 9th,  again behind London (3), New York (2) and Singapore (7).
In the region, Singapore  has been widely regarded as taking a leading role in Fintech development and Fintech regulations. Hong Kong has been implementing regulatory sandbox as a measured response, established regulatory contact points, adding dual class shares to listing , and facilitating a number of infrastructure  measures such as FPS, Open API in banking and issuing  Virtual Banking licenses.   
Is Hong Kong  too cautious about its regulatory approach in Fintech?  The new Administration appears to have taken a more visible role in promoting Fintech and building a Greater Bay Innovation Ecosystem.    What is the proper balance for regulators and  regulations to strike in  fostering a healthy ecosystem for Fintech development? 

About the speaker

Professor Chan is Adjunct Professor and Senior Advisor to the Dean at HKUST Business School.  He is also the Senior Advisor of WeLab, a leading fintech company in Asia. WeLab operates WeLend in Hong Kong, Wolaidai (我來貸) in Mainland China and a fintech joint venture AWDA in Indonesia.
Professor Chan was appointed as Secretary for Financial Services and the Treasury of the Government of the Hong Kong Special Administrative Region from July 2007 to June 2017.  Prior to that, he was Dean of Business and Management in the Hong Kong University of Science and Technology (HKUST). Before joining the HKUST Business School in 1993, Professor Chan had spent nine years teaching at Ohio State University in the United States.
Professor Chan received his bachelor’s degree in economics from Wesleyan University and his M.B.A. and Ph.D. in finance from the University of Chicago. He specialised in assets pricing, evaluation of trading strategies and market efficiency and has published numerous articles on these topics.
Professor Chan held a number of public service positions including Chairman of the Consumer Council, Director of the Hong Kong Futures Exchange, and Member of the Commission on Strategic Development, Commission on Poverty, the Exchange Fund Advisory Committee, the Hang Seng Index Advisory Committee, and the Hong Kong Council for Academic Accreditation. He was former President of the Asian Finance Association and President of Association of Asia Pacific Business Schools.

Ms. Michelle Li specializes in analyzing the financial sector in China and follows the FinTech industry closely. Before joining AMTD Group in 2016, she served in UBS as the lead analyst for Asian Financial sector in the Asia Fixed Income research team and the Chinese bank equity analyst in the Asian Financials research team.
